Let me be very clear with you weirdo cat people - If I see your cat in my yard I will do whaI I can to catch him, put him in a crate, and drop him off at the nearest animal shelter as a stray. I've done it plenty of times. Keep your nasty cat indoors or move out to the country.
Good luck. The shelter will do a stray hold for 7 days and return to the owner if claimed. If the cat is feral, the cat gets returned to wherever he was found from. Only domesticated cats that a truly strays (abandoned/owner surrender) get taken in by shelters and rehomed. And DC doesn't have high-kill shelters in case you were just hoping to get peoples' pets euthanized.
We live in Fairfax. I certainly don't hope the cats are euthanized. However, I do believe the owner has to pay a fine to get them out of the shelter assuming they care enough to look for their cat. People with outside cats are typically not all that concerned about the health and well-being of the poor animal. I grew up in the country with tons of outdoor cats. That is totally different than subjecting your neighbors to your cat. Plus, cats in the city and crowded suburbs get hit by cars way too often. Keep your cat inside.
