The favored quarter in the DC region has always been up the Potomac, which favored N Arlington over S. The building of the Orange line acceleated that, but at the time people did not know how fashionable TOD would become. The county in fact requires affordable housing in new developments in N Arlington and wanted to build a street car to redevelop South Arlington, though the recent election was a setback. In general there is concentration by income and race in most jurisdictions in this area. It happens to fall a little more neatly in Arlington than elsewhere (FFX in particular has several more scattered pockets of poverty) [/quote]
