My DH is in the habit of walking in, and then sitting on the couch in his overcoat because "he's cold". I can't stand wearing street clothes at home and change immediately when I come home. Drives me batty to see him bundled up on the couch. I try not to be a bitch about it. Sometimes I fail. I'm sure lots of things about me annoy him too.
Get a programmable thermostat and have it increase the temperature 2-3 degrees when he normally gets home. My wife and I have comfortable temperatures that are about 10 degrees apart. When we're home, I'm sitting around in t-shirt and shorts and she's sitting around in a sweat suit with an extra sweater on over it. We compromise and make it slightly warming in the summer and I have to just be a little uncomfortable and cooler in the winter when she has to be a little uncomfortable (to save money on heating/cooling). Alternatively, get him something warm that he can switch into when he gets home that will satisfy your aesthetic sense. But the point is, he's cold and you're being annoyed because you don't like what he's wearing. Pretty unsympathetic spouse.
