Walkers and car-riders are dismissed separately. Kindergarten and first-grade walkers get individually handed to parents, and the teachers will wait with the kid until the parent arrives. 2nd grade and up the kids just get sent out the door.
Same at my son's school. K and 1st graders go to one K room at the end of the day and are dismissed by the teachers in charge once they see the parent/babysitter waiting outside. The 2nd-5th graders are let out another door and a teacher or two stand there to wait around in case any of them are not claimed. Then they will send them to the office to wait. But the 2nd-5th graders are just let out and if they don't come back, it is assumed they are fine. The two teachers don't exactly know who picks them up. Most of the parents for those students wait on the side of the building or in their cars alongside the building.
