Based on the results, a huge number of them still end up graduating barely proficient, not to mention 40% dropping out of school altogether. Since they end up underserved as well, ultimately one wonders who they ARE serving and wondering if they are truly meeting the needs of ANY of their students. All the more reason that people should get out of the way of the charters, who at least are trying to meet the needs of various segments. Charters could easily take care of that 3 to 5% as well, since DCPS doesn't feel they need to address it...[/quote]
