Free roaming dogs of what breed? http://news.fredericksburg.com/newsdesk/2014/09/05/girl-in-hospital-after-stafford-dog-attack/ OP sounds like it's all in how you raise them.
My four year old son was knocked down, bitten in the face and scratched all to hell by a "free range", off leash, family pet (cocker spaniel) on our driveway. The owner, a complete boob/flake/nut job simply opened the door to her house and let her dog outside to do his business. This was far easier than putting the animal on a (legally required) leash and accompany it on a daily walk. Any free range dog is dangerous. Don't kid yourself. My son had a grueling ER visit with "only" nine stitches and was considered fortunate not to have required plastic surgery, as the bite marks did not extend into his lip line. He "only" had neck scratches, cuts, bite marks, stitches, a permanent scar and new fear of dogs and really, most smaller animals, even cats. My regret is that I didn't kill the dog...missed it by seconds when I came on scene.
