In Mo Co you can. My neighbor has looked up the rules and takes his dog everywhere.
Is there a rule against being a jack ass? We should have one. I know he loves his pet but a little consideration would go a long way. Dogs do not belong everywhere
I'm not necessarily disagreeing with you, I would be a little shocked if I saw a non-service dog in the library. I'm just wondering what makes the owner a jack ass? What precisely is the harm to others?
I have severe allergies to dogs, as do many other people. Allergies can be an annoyance (swollen eyes, runny nose, sneezing, itching) all the way up to causing asthma attacks and severe allergic reactions.
Oh please. Get over yourself. My dog is a non-shedding breed. There's more stray animal hair on sweater of cashiers at Safeway than there could ever be on my dog. You're exposed all the time, unwittingly.
