The issue wasn't that Deal (and Wilson) were "too white", but that--at the height of the baby boom--the predominantly white schools were underenrolled, while the predominantly black middle and high schools EOTP were badly overcrowded. The 1968 boundaries thus aimed to equalize crowding across the schools. More radical, and more "integrative" proposals that involved shipping Deal/Wilson students EOTP were rejected. [/quote]
