When a county runs out of their resources to the neediest, that's where the cut off falls. MOCO has schools just across the border with Title 1designation, but their cut off is closer to 40% whereas in PGCPS the cutoff is somewhere closer to 75%. Because it's funded at the county level rather than state or federal level and the history of redlining, it's kind of a giveaway to wealthier counties.[/quote]
