I think hose (sheer, not thick clunky hose) are necessary with a skirt suit. Not wearing hose with a skirt suit is like a guy not wearing socks with a suit. It's tacky and unprofessional. It's fine to not wear hose with a sundress or a spring skirt. But if you are going to wear a suit, wear hose. I also think that if you wear a pant suit, you should wear trouser (the dressy sheer kind or very thin dressy kind) socks. But I think bare feet in dress shoes is tacky.
