I've looked at all the WL numbers in the common app, and the ones at the top of the WL all have some kind of preference, and then those without any preference come after that.  [/quote]

It is correct.  Siblings at the top of the list are there because their sibling is already attending the school (not possible with a new school like Lee) or has already been admitted.  What happened in PPs case is that her K child got called from the waitlist and admitted which meant that her PK child got pulled to the top of the PK waitlist and offered a spot.  The PS3 list at Lee has barely moved so far, likely because of siblings being pulled up (called yesterday and heard we'd moved up 3 places only).  It even says this on the Lee website:  "Please remember that Lee Montessori PCS offers Sibling Accepted Preference and therefore your wait list number is subject to change to accommodate siblings."[/quote]
