Florida Ave. gives you NW-NE accessibility, and 16th Street gives you WofP - EofP accessibility. 14th Street all the way down puts you into the heart of downtown as well. I really think CH is ideal. Of course, I'm biased, but I'm being objective in my analysis. Regarding "downtown" what exactly did you have in mind? Also, I'm sure a lot of people will not work downtown, though some will.
