Cell phone conversations longer than about a minute in a public place with others in close proximity do not seem very polite to me. The other people probably wanted to relax and not hear any of the noise going on in there, including your conversation. Also, I personally find it very awkward to have strangers listening to what I'm talking about on the phone or to have to listen to others' private business. If you were unwilling or unable to step outside, I would have answered the call and let DH know I would text him instead.

However, the glaring lady was also extremely rude. The function of manners and etiquette is to make others feel comfortable, so pointing out someone else's lapse of politeness is itself the height of bad manners, especially doing so in an obnoxious way like you described.
