My students WILL get dirty. I teach the 3's and sometimes I think I spend half my day washing hands.  Paint might say "washable" on the label but some colors just don't come out. Same goes for markers, playdough, slime, mud, grass and even some snacks. 
Some kids will never wear a smock (kids with sensory issues, hate them)  and I will not physically force them too. The rule is you have to use one but we also teach independence. In my class the easel is always open and kids have free access to it. Every day, I need to remind at least one kid to go get a smock, sometimes I get to it too late.
I will also never tell a child "Suzie, you can't work on your craft today because your outfit looks expensive, so sit this one out...". 
My assistant and I try our best, but your child is not the only kid in the class. We roll up sleeves, but sometimes they roll back down.
The only day we go out of my way to protect clothing is picture day or whenever we have a little show and parents come and the kids look extra nice. On those days no art and no experiments or sensory play. 
And just a thought, imagine the outrage if I started a thread saying "one of my preschool students ruined my expensive outfit by using paint today!!"  Flames would be a mile high :0
