Second link shows that Baltimore populations is expected to increase. The first link shows decrease, but that has stabilized since.

I am not sure why are you so upset that some poeple prefer Baltimore. It is an older settlement than DC because its on better location and has ocean access. When i walk around harbor i can smell the ocean and feel like i am in a sea rown. I also much prefer it architecturally as I don't like the unform sterility of DC.[/quote]
