Actually Kentucky's old standards were ranked near the bottom of the US. About 11th from the bottom. It's not that the teachers are bad, but the standards they were given to hold kids to just weren't that high. Now that the bar has been set at a higher level, it is understandable that it will take the kids several years to meet the higher standards.
