If the cut-off for "proficient" is the equivalent of the 16th percentile nationwide and a school scores 34% proficient math - it means that 34% of the students are at the 16th percentile or above nationwide for math. Not that you need 84% of the students to be proficient or above to beat the national avg. You cannot simple subtract 100%-16%=84%. Those numbers are talking about 2 entirely different things.[/quote]
