And the blacks living there are still poor, along with the high unemployment, underachieving schools, drug dealers, and gangs. Every two years at election time the Dems come along and promise things will get better, and they never do. But why should the Dems care? They don't. They know just by saying the right thing ever two years that they'll get 90% of their vote. That's as easy as it gets. And then they can ignore them for 2 years until the next election, when they'll tell them the same things they've told them for 50 years, and they'll get 90% of the vote, and nothing will change.
