[/quote] This becomes a chicken and egg scenario. Many PGCPS classrooms are overcrowded due to the SBB funding format the county uses which allocates a set number of dollars per pupil. When pupil counts decline, schools lose money and are forced to cut back staff. This has resulted in very overcrowded classrooms and combined grade classes in many schools. Overcrowded classrooms are unappealing to middle class parents who then decline to enroll setting up a vicious circle.[/quote]
