Charter schools across the city welcome students in the upper grades who haven't learned basic reading or writing, don't speak a word of the language of instruction, and in some cases are working on skills such as toileting and basic communication. If DC is going to pay the same amount per pupil to YY that it does to other schools, then YY has the same responsibility to educate students across the spectrum, not just kids who can pass an entrance exam.
