If it's the same standard as the feds shutting down for Christmas (i.e. such a high rate of leave that really, what's the point?) then I think it makes complete sense. But I assume this doesn't preclude a Muslim employee asking for Eid-Al-Fitr or Ramadan, or a Christian asking off for Good Friday.
