Yes, and they all take that training and apply it competently and uniformly, with no variations in quality that affect those being evaluated.

Of course, teachers are not perfect. None of us are. But, [b]most[/b] teachers do take that training and apply it competently and uniformly [b]most[/b] of the time. And that's the best we can expect of fellow human beings.

The fact at least three trained and experienced educators write the GBRS for each child helps to balance out the imperfections inherent in all of us. A newer teacher can learn from a more experienced teacher, one educator may have seen a side of the child the others had not: the collaborative process helps to form a fuller picture of the child and his or her needs.
