I don’t think it is dog owners, specifically. I think there is just a subset of the population that is rude, irresponsible & inconsiderate. Some of those people are also dog owners. They are irresponsible with their dogs- same as they are with everything else in life. They are the same people who don’t return their shopping carts, don’t pick up after themselves in public, etc.
Having a dog is rewarding but incredibly inconvenient. People used to understand this which is why fewer people had dogs. Everyone knew someone who had gotten in over their head with a dog and realized it's a ton of work, especially the first few years. You saw the most dogs in the suburbs or rural areas where it's a lot easier to make sure they get exercise. You'd see city dogs but they were usually either little dogs who posed less of an issue for other people, or the owners were serious dog people who put in the work (I used to have neighbors who always had at least two greyhounds, all rescues, and they were dog lovers who had the time and focus to treat those dogs really well and make sure they got what the needed). But now people assume the inconvenient things about having a dog are other people's problems. They don't want to carry dog poop around so they dump it wherever. They don't have time to get their dogs the exercise and attention they need, so they just take their dogs all kinds of places they aren't supposed to be (grocery stores, schools, restaurants) so they can knock out their errands and their dog walks at the same time. They don't have the energy to train their dogs so they just let them bark and jump and approach strangers all over the place and if those people don't like it, it's their fault for not liking dogs enough. They let them off leash at the park even when it's expressly not allowed and then complain it's the city's fault for not providing them with enough off-leash dog parks. And on and on. At this point when I meet people with dogs, I assume they are kind of entitled and rude until they prove otherwise. They rarely do!
