A driver using toll roads and driving frequently pays more tolls and other surcharges. A system penalizing driving as a behavior is not "fair", it's just what it is, wanting to change certain behaviors like high utilization of personal vehicle. It's a terrible and very divisive idea in this country especially. [/quote]
