If they are still on the board, it suggests that they have not noticed the corruption or bothered to do anything about it--as there has been no change to the status quo. The most charitable interpretation would be that these lawyer-directors have tried making reforms, but haven't been effective...and if that's the case they should not stay on the board. The fact that you assumed that the city of Rockville owned the rink is IMO a result of a deliberate branding on the part of these folks. It's the home rink of a non-profit called the Montgomery Youth Hockey Association which for a long time suggested to me a county-led organization, etc. And "Rockville Ice Arena" lacks any corporate branding so the municipality name is front & center.[/quote]
