It's not to ticket parked out of state cars just for being parked. It's to use Parking Enforcement who are everywhere to monitor out of state licences dropping off at DC public schools. I don't think it was a serious suggestion, but since PE are so effective at what they do, why not expamd their purview to school cheaters?[/quote]
