Based on the information given in the post, I think the OP’s mom is only pronouncing it the same as Steven because she hates Stephen, knows the OP hates the Steven pronunciation, and is trying to get them to change it to an entirely different name by annoying them with Steven.[/quote]

There are plenty of cultures that spell the name Stefan or Steffan and pronounce it the way OP wants to.

Note: there are names that have the same spelling and different pronunciations in different countries.  Like Eva or Louis.  But Stephen isn't one of them. [/quote]

Yes, but in the same way that Jose is a name with Hebrew origins but is also a Spanish name.  Stephen has Greek origins, but that particular spelling is a uniquely English spelling and is pronounced like Steven.  [/quote]
