It is a state school with an extremely high yield in-state . It can't afford to yield protect, it doesn't have the bandwidth to yield protect, and it does not need to yield protect. Out of state applicants are held to a higher standard because there are fewer spots for them. And as you said, the competition at TJ and a few other high schools is so tough that excellent applicants will be rejected because they are compared first and foremost to their peers.
