Great, because people will be subtracting this "meals tax" out of the tips.  People don't like to suddenly pay more. And this also can result in people reducing spending on prepared meals, since unlike RE tax, it's not mandatory.[/quote]

No, people will notice the cost of dining out is increasing, and they'll cut back accordingly.  Restaurants will hire fewer people, will pay less in revenue-based taxes, and may cease operating altogether.  You can only squeeze so far before there's no more to be had.  [/quote]
