It isn’t the Monroe Doctrine that is relevant in this case, it is the Roosevelt Corollary.

In 1904 and 1905, President Theodore Roosevelt expanded the Monroe Doctrine ti Congress. The US supposedly was going to abandon this viewpoint with the Clark Amendment in the 1930’s but that hasn’t been the case.
