Maybe the AO didn't understand the school doesn't have APs? I suspect he will end up somewhere great eventually but lots of sympathy meanwhile. It could be that another kid applied ED from their school and [b]they had decided they could only take one[/b], it could be that the AO had an off day and was grumpy when reading the app. it could be something else entirely random. Who knows. That said, I would also have someone read the app just to make sure the kid comes off sounding appealing and that there are no red flags. Maybe something is phrased weirdly or looks dishonest (too good to be true). You never know with teenagers. Good luck!
