Lesser-qualified people were never elevated over superiorly qualified individuals strictly on the basis of race or gender etc. What DEI did is it took EQUALLY qualified people and then compared the applicants to the demographics and if one of the equally qualified applicants was from an underrepresented demographic, gave them more of a shot at the job to make the workforce actually look more like real American demographics.
