[/quote] Public universities are selective and not compulsory, so you have a population of engaged students and you choose your classes and major. Unlike high school where it’s whomever lives in bounds of your local high school, and a certain percentage don’t want to be there or want to cause mischief. [/quote] They aren’t compulsory but the vast majority aren’t selective and there are plenty of college kids that don’t care much about class…more than you will find in very high performing public high schools.
