In DC?  Yes, you can take anything you want.  Last week DPW wouldn’t take my trash can because I put some sticks inside that came down in the storm. But, I could walk out of CVS with as much as I could carry without paying and DC wouldn’t lift a finger. It’s completely dystopian. The law abiding taxpayers are suckers. [/quote]

Easy solution - just pour the contents of your trash can onto the sidewalk. The rats will scurry away with anything edible, the paper will blow away and be someone else’s problem, and the sticks will just sit there forever, as of you’d never picked them up at all.
