Because we aren't really living in democracy, there's no real separation of church and state, we are ruled by a bunch of oligarchs buying up politicians. Yes this "democracy" isn't delivering because it is the main cause of those homeless camps. Instead of addressing the real issue of money in politics and institutionalized corruption your solution is to surrender completely all the freedoms you might still have because of, you know, homeless camps.
