Confirmation that African Americans were mistreated? Do we need a study to confirm that? Figure out how to bankrupt the Maryland budget to dispense funds to whom? All African Americans or just the ones who can prove their ancestors were slaves? Are all Marylanders going to have to pay taxes for this or just the ones whose ancestors were slave owners?
