Yes, it's a visa waiver or a visa depending on your nationality and length of stay. Please don't complain because the US has been requiring this for decades!!!
I think it's all annoying and stupid. It's especially dumb for people just transiting between countries on connecting flights and I avoid those connections. Also sort of ridiculous for the UK to ask Europeans to do this. It feels like a step backwards in international travel.
You don't need it if only transiting the UK, and the EU one will be the same way, since if you are transiting the EU (say stopping in Paris on your way to the middle east), you don't enter the EU at all. https://www.gov.uk/government/news/next-steps-for-a-more-efficient-immigration-system And re: the bolded, the UK has been shooting themselves in the face ever since the Brexit vote, this is all tied to that.
Ah. The lovely ignorant bigotry of DCUM where people gladly show off their biases and prejudices to virtue signal. Australia does this. The US has required this for years. All because of Brexit, right? Oh, wait. Oops. If it speeds up the immigration process at UK airports for us non EUs, all for it. Anyway, look at your plane ticket. It covers taxes and a bunch of fees we already pay as part of the ticket. This is just one more little fee.
Ehe "all because of Brexit" statement was related specifically to the bolded statement, which was about EU citizens being subject to the new UK ETA. If Brexit had not happened, it's unlikely EU citizens would have been subject to the ETA, that's all that that statement was saying. That's it was prefaced by "re: the bolded".
UK never was in the Schengen zone, so it always made EU citizens go thru customs and immigration. So probably this would have impacted EU even if no Brexit.
