I've seen first hand how terribly they can investigate an incident, immediately focusing in on a suspect (who turned out to be a victim), and then slandering the person in press releases with bogus charges that were later dismissed (not without spending thousands in legal fees). They gave zero f's about determining what actually happened. That's not even getting into how they do not pro-actively police any situation.
