The Vatican walls were built in the 800's to keep out pirates and such. They do not surround the entire Vatican, which is not a city but a couple of large buildings and a Plaza. It's always open, but you have to wait in a huge line to get in. I'm not sure where you think a person would have a "residence" there. There is no housing except the Pope, a few clergy, a few guards, and a handful of other employees. [/quote]
