It looks like non-members can be hired. “The Bank Group's recruitment policy is to hire staff of the highest caliber, on as wide a geographical basis as possible, with preference to nationals of WBG member countries or countries of operations. If the country of your nationality does not appear in the drop-down menu, it is because it is not a member of the World Bank Group, nor a country of operations.
