That a good governance or watchdog group won’t find a plaintiff with standing? Also, clawback could be an unintended consequence. Someone takes this, regrets it, sues to say it’s illegal and they didn’t actually resign, and it’s declared illegal. What happens next? Agencies have to take measures in the law to clawback funds.
