They could be looking at what type of new construction can be built in a neighborhood, maybe they are builders or investors or even owners who want to build a new home on their lot in the same area.   I sometimes take pictures of homes that are interesting to me as I am researching re-build options.  Especially if a new build is on a similar lot as mine in the same neighborhood.  It's more about "look what type of house you can build", and maybe try to find the info on the builder.  I am also fascinated about the build process itself and take photos of homes being constructed on the similar topography as mine (which is a bit challenging).  Contractors working on homes sometimes post signs advertising themselves and people interested may take a photo of the signs.   I never realized people may find this creepy, but oh well, it's in public view and fair game IMHO[/quote]
