If you have 10mil for poor families you can help many more with cheaper real estate development in the cheaper part of town. That in turns keeps it the cheaper part of town. But there are other reasons like location. Silver spring was designed for working class and lower income residents and is next to some of the worst parts of PG and NW and far from many of the Job centers in DC. People notice your neighbors matter but so do neighboring areas. Silver Spring just isn’t that great of a spot relative to the metro area’s hot spots.
