They explicitly stated it wasn’t terrorism. Seems early to make such a statement, especially given the fact police officers were shot and explosives were found. [/quote] The FBI said it wasn't terrorism. The mayor apparently said it was, just a few minutes before. I suspect this may be due to different definitions of "terrorism." The definition of "terrorism" in the US Code is restrictive - it doesn't extend to conduct motivated purely by hatred of a specific group or violent misanthropy. That's why Dylann Roof and Robert Bowers were never charged with terrorism by the federal government, even though in the common parlance, targeting a black church and a synagogue because of hatred towards Black people and Jews would constitute terrorism.
