I can make it political. The federal government declared that this act, which killed and injured dozens of innocent people, is not terrorism. New York State charge Mangione with terrorism; the federal government did not - they charged him with stalking, murder with a firearm, and a firearm charge.

The FBI said it wasn't terrorism.  The mayor apparently said it was, just a few minutes before.

I suspect this may be due to different definitions of "terrorism."  The definition of "terrorism" in the US Code is restrictive - it doesn't extend to conduct motivated purely by hatred of a specific group or violent misanthropy.  That's why Dylann Roof and Robert Bowers were never charged with terrorism by the federal government, even though in the common parlance, targeting a black church and a synagogue because of hatred towards Black people and Jews would constitute terrorism.
