No, X is not removing the block feature, but it is changing how it works:

Blocked accounts can still view public posts: Users can still block accounts, but those accounts can see public posts unless the user makes their account private. 
Blocked accounts can't engage with posts: Blocked accounts can't reply to or repost public posts. 
Users can see if blocked accounts are sharing harmful information: Users can see if blocked accounts are trying to share harmful or private information about them. [/quote]
