There is around $80 million in non-competitive grant awards from the Council direct to local organizations alone. It is basically a political slush fund to give money to organizations like CASA without accountability. They had to create a whole grant office just to administer these things they are spending so much on them. Parks seems to have way too much money if they have enough to rip up roads. Planning is an obvious case of bloat, with tail wagging the dog driven policy making where they seem to exist only to try to obtain professional awards for themselves instead of promoting economic development. On and on and on and on. After the financial crisis, Ike Leggett was able to keep the budget balanced through cuts during what was a significantly more difficult economic time than the present and the Council has done nothing but raise and raise and raise taxes to no end.[/quote] True. Elrich budgets are built on smoke and mirrors. He could keep hiding it with all the federal Covid funds that propped up government for three years. Much of that has now run out and this next budget will be a reckoning. One that the Council probably doesn't have the courage to right-size. [/quote]
