It looks like Legacy was only able to field teams at the 14, 15, and 16 level. It is not clear if they managed to attract the players they were hoping for (those who would otherwise sit on the bench in more established clubs) or they managed to roster players with no other options. It will be interesting to watch them going through the qualifiers to see whether the club strategy was realistic.
