Not sure where you live or what schools your children go to, but the bold is true in our non-DMV suburban HS. Often, the “kids” (18+ as sophomores and juniors) are bold enough to openly say so (because they know nothing will happen to them or their families because of the “can’t ask” mantra of admins) or our DC know more than enough Spanish to understand overheard conversations bragging of the situation. The ELL or ESOL (or whatever acronym is [i]du jour[/i]) budgets are completely blown in the earlier grades and most (teachers and students) just seem to give up trying in HS and take the hit on SOL/assessments.

While maybe not true everywhere, it’s not just some talking point and it’s to the D detriment to ignore or, worse, deny reality. [/quote]
