[/quote] This should not be decided on a random basis. The additional benefits of particular rooms may be worth more to some people than others. You need to create a market to reveal the appropriate price. You start off allocating the rooms randomly. Then you let people bid for the nicer rooms, with the amount they put in being shared by the others. That way you end up with a pareto-optimal solution.[/quote]
