Nobody with any knowledge ever says it does. Second of all, fish is meat. Fish are not plants or fungi or bacteria. Third, you never lose fat on a high carb diet. You can lose weight, and get scrawny, but you will have what they call the "skinny-fat" look, like a marathon runner with drooping skin and weak thin muscles.
